Yichang Yaojiagang Chemical Industry Park is a professional chemical industry park approved by the provincial development and Reform Commission in 2008, and also the first batch of qualified chemical industry parks in the province in 2019. The planning area of the park is 42.69 square kilometers, and the built-up area is 22 square kilometers. There are 33 enterprises in the park, with an output value of 32 billion yuan and a tax revenue of 700 million yuan. There are 36 industrial projects under construction, with a total investment of 22.9 billion yuan.

In recent years, the park has conscientiously implemented the spirit of general secretary Xi Jinping's inspection of Hubei's important speech, "to protect the large scale and protect the whole country", adhere to the ecological priority and green development, and actively set the top domestic chemical park, adhere to the high starting point plan, high standard construction and high quality development, constantly improve the infrastructure, and comprehensively promote the expansion and transformation of the park. In 2018, Zhijiang City took many measures to crack the "chemical industry encircling the river" and was praised by the State Council. The park has been successively awarded the key support Park of circular transformation by the national development and Reform Commission and the Ministry of finance, the third-party treatment pilot park of environmental pollution by the national development and Reform Commission and the Ministry of ecological environment, the Green Industrial Park of the Ministry of industry and information technology, and the pilot demonstration (creation) unit of China's intelligent chemical industry park.

Planning leads. We will complete the master plan, regulatory plan, infrastructure plan and industrial development plan, implement strict functional zoning, and promote the integration of industrial development, public works, logistics transportation, safety and environmental protection, and management services.

Supporting infrastructure. More than 5 billion yuan has been invested in supporting infrastructure and public works. We will build a multimodal transport logistics system, build a professional logistics park, a hazardous chemicals storage area, and build a new comprehensive terminal, a special coal terminal, and a hazardous chemicals terminal. Dual power supply, dual gas supply, central heating. Build professional chemical fire station, sewage treatment plant, chemical ship washing station, hazardous and solid waste treatment center, phosphogypsum resource library.

Transformation and upgrading. Build an industrial pattern with new chemical materials and high-end fine chemicals as the main body, and form a new material industrial cluster represented by ethylene glycol and caprolactam of sanning chemical, a fine chemical industrial cluster represented by Hengyou and kelinboron, and a pharmaceutical chemical industrial cluster represented by huilun pharmaceutical and baoshengde. In order to complete the task of clearing chemical enterprises along the Yangtze River, three chemical enterprises were shut down, 14 were upgraded, and 8 were relocated to the park. The "four upgrades" of products, processes, equipment and management were realized.

Industrial cycle. Seize the opportunity of national recycling transformation, invest 7.6 billion yuan, implement 16 recycling transformation projects, form 20 recycling industry chains, and realize "one rise and two falls" in resource comprehensive utilization rate, emission and unit energy consumption.

Innovation driven. Four provincial enterprise technology centers, two academician workstations, and 30 industry university research cooperation bases have been established. 20 enterprises have become national high-tech enterprises and obtained nearly 500 national invention patents and scientific and technological achievements.

Stick to the bottom line. Adhere to the high standard of entering the park, and regard "yield per mu as the hero". Set up safety and environmental protection service center, equip with chemical professional supervision force, hire expert team to carry out in-depth investigation of potential risks. Accelerate the construction of smart Park and basically realize the closed management of the park.

During the 14th Five Year Plan period, yaojiagang chemical industry park will invest another 5 billion yuan to promote the construction of ten major infrastructure projects and comprehensively enhance the carrying capacity of the park. Invest 40 billion yuan to expand the industrial chain around caprolactam, ethylene glycol and polycarbonate, and develop to high-end textile and engineering plastics. By the end of the "14th five year plan", we will strive to build yaojiagang chemical industry park into a 100 billion yuan Park and a gathering area of new chemical materials industry, and build a national green development demonstration park, a circular economy demonstration park, and a smart management demonstration park.
